Rules for Implementation of Conferring Bachelor's Degree to International Undergraduate Students by Tongji University
The rules were formulated in accordance with the Regulations on Academic Degrees of the People's Republic of China, Interim Implementation Measures for Regulations on Academic Degrees of the People's Republic of China and Working Rules for the Conferring of Degrees at Tongji University as well as with the actual situation of the University.
Article 1 International undergraduate students who meet the following conditions shall be conferred a bachelor degree:(1) Observing the laws and regulations of the People's Republic of China, academic ethics behaving in a good manner, and complying with the rules and regulations of the University;(2) Meeting the requirements of the undergraduate program plans and passing the censorship review for graduation;(3) Demonstrating clearly a good grasp of the basic theories, specialized knowledge, and basic skills in the discipline concerned, and demonstrating the initial ability to undertake scientific research or to engage in a special technical work as reflected in the student transcripts of the course study and graduation thesis (graduation design or other graduation practice).
Article 2 A bachelor degree shall not be conferred if any of the following circumstances occur.
(1) The Grade point average (GPA) lower than 2.1;
(2) Having received "demerit mark" sanction or other more severe disciplinary actions during the academic years attended;
(3) student who doesn't complete the whole program.

Article 3 For students in cases clarified in Article 2.1 and 2.3, as well as without disciplinary action records, they will be allowed to re-sit exams or re-take courses within the prescribed years (within six years for four-year undergraduate program, seven years for five-year program, counted on the day when first enrolled in the University). If they pass the examinations and meet the requirements for a degree, a bachelor degree shall be conferred.
Article 4 The assessment procedure for a bachelor degree:Each applicant for the bachelor degree shall be examined first by the colleges/schools (departments), re-examined by the Academic Affairs Office, approved by the Academic Degree Evaluation committee, and filed for records by the Academic Degree Evaluation Committee of Tongji University who shall then confer the bachelor degree to the applicant. A name list of bachelor degree holders will be sent to the International Student Office for filing.
Article 5 If an applicant fails to qualify for a bachelor degree , the Academic Degree Evaluation Committee shall inform the applicant of the decision in the written form. A degree applicant who has any objection to the decision of the Academic Degree Evaluation Committee can submit a written appeal to the Academic Degree Evaluation Committee for review (within 60 days from the date of receiving the written decision). The Academic Degree Evaluation Committee shall make a decision on the review within 60 days from the date of receiving the review application and notify the applicant in writing.
Article 6 The degree applicant may apply for administrative review in accordance with the relevant rules of the People's Republic of China if he or she has any objection to the decision of review made by the Academic Degree Evaluation Committee.
Article 7 Controversial issues will be submitted in writing to the Academic Degree Evaluation Committee of Tongji University for discussion and decision. If the bachelor degree holder is found ineligible, the Committee will revoke its decision of conferring the degree and withdraw the issued degree certificate from the records.
Article 8 The Bachelor’s degree certificate conferred based on the Implementation Rules shall be marked inside with the words "International undergraduate student studying in China", and be filled in the certificate according to the date filed by the Academic Degree Evaluation Committee.
Article 9 The Implementation Rules shall be interpreted by the Academic Degree Evaluation Committee and implemented by the Academic Affairs Office.
Article 10 The Implementation Rules apply to all international undergraduate students who enrolled after 2008, and shall go into effect from the date approved by the Academic Degree Evaluation Committee of Tongji University.
