Regulations on Safety of Tongji Undergraduate Students During Off-campus Internships

The Regulations on Safety of Tongji Undergraduate Students During Off-campus Internships are formulated to ensure the safety of students during the off-campus internships, as well as the safety of equipment, property, and technical data on the internship sites.

1. The persons responsible for the safety of student off-campus internships are the ones in charge of teaching organization at all levels at the University. In accordance with the principle that “the person in charge is the person to bear the responsibility”, the accountability mechanism for safety should be established and improved to ensure the promotion, education, supervision, and administration of safety for student off-campus internship are well in place.

2. The college/school (department) leaders should appoint a teacher who has a strong sense of responsibility and team experience as the internship team's lead teacher. The lead teacher should take overall responsibility for the promotion, education, supervision, and administration of safety for students during their internship. The lead teacher should cooperate with the internship instructors to deal with the on-site safety administration. Each internship team should appoint a student as the safety officer to assist the lead teacher with the supervision of daily safety. Whenever and incidents are discovered, the safety officer should handle it immediately and report to the lead teacher.

3. Teachers should choose student internship sites from enterprises and institutions having strict rules and regulations, good safety measures, and security safeguards. Personal safety wear should be provided to students having contact with machinery and equipmentï¼›Safety devices and warning signs must be set up in obvious locations when students need to approach radioactive and infectious sources.

4.  Prior to beginning the internship, the lead teacher must arrange safety education for students to study these Regulations and to strengthen their safety awareness. After students enter the internship sites, the practice units will send a specialized person to educate the students on all safety aspects, operational norms, and the system confidentiality.

5.  The internship teaching staff has the responsibility to guide and supervise students to carefully implement the safety regulations and operational specifications. When students need to work independently, the internship teaching staff must first ensure the students are familiar with the performance of the equipment, understand the measures for emergency handling of accidents, and operate under the supervision of skilled personnel.

6. Students should establish safety awareness when on the internship sites and consciously abide by the rules, regulations, and operating instructions of the internship units. Students must not arbitrarily touch the electrical switches and use any machines and equipment without permission. Students and their parents will bear economic and legal responsibility in case of the loss of personnel and equipment caused by students’ violations of various systems.

7.  Students must put on safety protective equipment when entering the sites. To enter the construction site, students must wear a safety helmet, soft-soled shoes for climbing operations, geological shoes for field geological practice, white coats for clinical practice, and isolated and protective equipment when performing radioactive operations. General protective equipment will be prepared or provided by the University while special protective equipment will be supplied through negotiations with the internship units.

8. Students must observe the regulations to handle the entry and exit procedures when entering confidential units, workshops, departments, and etc. Students must comply with the system confidentiality and not copy or spread confidential information.

9. During the internship, only vehicles and vessels with business licenses from passenger transport companies can be hired or used, and no overloading or speeding are permitted. Students should consciously obey the order in public places when waiting for and taking buses or boats.

10. When the internship team lodges outside, it shall be arranged by the lead teacher to borrow unit dormitories or standard guest houses. Students are not allowed to lodge or spend the night outside without permission. Students who need to go out on business must ask for leave from the lead teacher and must be accompanied by other students. Students must return to the team within the specified time and report to the teacher upon their return.  

11. The internship team should have meals in the canteens of internship units, such as schools, factories, and hospitals, and should avoid eating at unsanitary stalls, eating unclean food, or drinking unboiled water. Normally students should do not hold a dinner party to avoid incidences of collective food poisoning.

12. During the internships, swimming in rivers, lakes, and the ocean, and entertainment in the irregular singing and dancing pleasure grounds are prohibited. Students must also observe local regulations and customs and live in harmony with the local people so as not to cause trouble or conflicts.

13. Commonly-used drugs can be drawn from the University hospital if the internship teams go on internships outside Shanghai. The internship teams should designate certain students to work as health workers, and help them to master the use of commonly-used drugs under the guidance of doctors at the University hospital. Students who have serious or acute illnesses during their internships should be sent to a local hospital for treatment immediately. And, depending on their conditions, the local doctor(s) and the lead teacher(s) will decide whether to transfer them immediately or send them back to the University for treatment.

14. If a student is accidentally injured during the internship, the lead teacher should immediately organize the rescue and send him or her to a nearby hospital for treatment. At the same time, according to the Handling methods for sudden industrial accidents of Tongji University, the teacher should report the situation to the University immediately and submit a written report to the Academic Affairs Office upon returning, and make an insurance claim to the student office according to circumstances.

15. If there is bad weather, such as heavy rain or typhoon during the internship, indoor study should be arranged to avoid going out. In case of high outside temperatures, the team should stagger the high temperature period of the day and choose the best times to go outside. Students should maintain adequate sleep, and wear a sun hat and drink more water to avoid heat stroke.

16. In the relatively concentrated time of students' internships, the Academic Affairs Office should arrange personnel for duty. In case of emergency, the lead teacher should immediately report to the college/school (department) of the student and the Academic Affairs Office to take emergency measures as soon as possible.

17.  After the completion of the internship, the final summary report of each internship team shall include the safety work as important content. And, when inspecting the internship, the Academic Affairs Office should supervise and follow up the safety work as an important part, and complete a summary report.

18. These Regulations shall be implemented from the date of approval by the principal in charge, and the Regulations on the safety work of undergraduate off-campus internship in Tongji University issued in 2001[No.204(2001)-TJedu] shall be superceded.

19. These Regulations shall be interpreted by the Academic Affairs Office.
